Background
of the CRA District Creation (Beach)
The
City of Pompano Beach is in the process of developing a Community
Redevelopment Plan for the East Pompano Beach Redevelopment Area. The
Redevelopment Plan will address an area 158 acres in size that generally
encompasses the Atlantic Boulevard commercial business corridor from
18th Avenue to the Beach (see attached map). The redevelopment area also
includes the beach and related parking facilities.
In September 2000, the
City of Pompano Beach conducted a detailed study which established the
redevelopment areas boundaries. Commonly referred to as a "Finding of
Necessity Study", the study is a prerequisite required under State
Statute Chapter 163, Part III, and must reach certain conclusions
concerning the condition within the proposed redevelopment area. Chapter
163 is the State Legislation, which governs the activities of Community
Redevelopment Agencies in the State of Florida.
In developing the Finding
of Necessity Study, it was necessary to review factors such as traffic
and street layout, parking availability, how property and existing
development is configured, the physical condition of building, roads and
other infrastructure improvements within the study area, occupancy and
vacancy rates, crime rates, property tax values and housing
opportunities. These and other factors were surveyed and analyzed and
based on the State and County review criteria, the 158 acre area was
deemed to qualify as a redevelopment area.
In July of 2001, the Broward County
Commission approved the Finding of Necessity report and the City was
authorized to undertake activities to further implement the
redevelopment initiative. Most importantly the County Resolution
acknowledges that the conditions within the area warranted the creation
and development of a Community Redevelopment Plan. The County is also
requiring that an agreement of understanding be developed
addressing issues concerning not expanding the approved area, utilizing
tax increment revenues only in accordance with the redevelopment plan
and providing a financial plan that identifies and assures that firm
financial commitments are in place for any project identified in the
redevelopment plan.
The City has hired a consulting team
consisting of Keith and Schnars P.A., Civic Design, and Miami Economic
Associates to prepare the redevelopment plan under a project schedule
that will culminate with adoption of the plan in December 2001. Download

Northwest Area )
The
City of Pompano Beach has had a Community Redevelopment
Plan for the NW area of Pompano Beach since 1988.
The Redevelopment Plan addresses an area 3084 acres in
size that generally encompasses the area pictured to the
left. (see/click on attached map). The redevelopment
area also includes the old down town area and related
facilities located around City Hall
Business Site Improvement Program

The
Business Site Improvement Program encourages business owners in the East
Community Redevelopment District of Pompano Beach to enhance their
existing business sites through exterior improvements. The brochure
lays out the basic requirements to apply for assistance under this
program and also serves as the application itself. There is also a
